Horticulture Award Records: What Every QLD Farm Manager Needs to Know
Published on 28/03/2026

The Fair Work Landscape for Horticulture
Fair Work Ombudsman attention on Australian horticulture has increased significantly. The focus areas: piece rate workers earning below the Horticulture Award floor, undocumented Working Holiday Visa employment, and PALM scheme record gaps. Penalties for underpayment can be severe — per contravention, not per season.
For Queensland horticulture operations — particularly in the Atherton Tablelands, Mareeba, Dimbulah, and the Cairns region — keeping the records straight is not optional. It's the cost of operating.
Piece Rates and the Award Floor
The Horticulture Award allows piece rate payment, but with a critical safeguard built around the minimum hourly rate. If a picker earns $180 for a day's work and it took them 10 hours, their effective rate of $18/hour sits below the floor — and the employer is liable for the difference.
Comparing piece counts against hours worked, per worker, per day, by hand is error-prone and slow. AgCore puts both numbers in one record: workers log piece counts in the field, effective hourly rates compute continuously, and anyone trending below the floor is flagged before payroll is prepared. The farm confirms every pay run — the software warns, it does not decide.
WHV 88-Day Evidence
Working Holiday Visa holders need 88 days of specified work in regional Australia to qualify for a second or third year. Both the employer and the worker need records they can show. Manual tracking via spreadsheets is the norm — and the source of frequent disputes.
Because AgCore keeps rosters, timesheets and shifts on one record, the evidence accumulates as the season runs: shift records both the farm and the worker can point to when the visa application asks for them.
PALM Scheme Documentation
Pacific Australia Labour Mobility scheme workers come with specific documentation: employment contracts, worker records, and reporting obligations that get audited. One missing document can put a farm's PALM approval at risk.
AgCore keeps PALM workforce documentation on the same record as the rest of the crew's — so when someone asks, the answer is a search, not an archaeology dig through three filing cabinets.
What AgCore Actually Does
Rather than bolting record-keeping onto a spreadsheet, AgCore builds it into the workflow:
- Piece counts and hours on one record, with effective rates computed continuously
- Below-floor warnings with acknowledged overrides, immutably logged
- WHV 88-day shift records both sides can show
- PALM workforce documentation kept with the crew's records
- Confirmed timesheets export to Xero or MYOB — your payroll system stays the payroll of record
Records kept in the shape Fair Work asks for, ready when someone asks for them. The award judgement — and every pay run — stays with the farm.
